I'm not 100% sure on this, but I think you can't export seized Skylines from the US to Canada or Mexico. They have to go to countries that don't border the US methinks.

I find it weird that a "seizure" would be sold privately on ebay....

I don't know how they work in the states but over here the government themselves sells seizures off their website. I mean it's seized, the government should have it in his possession unless it hasn't been seized yet.
