I would assume it varies depending on the failure. Some people reported getting reduced boost with only one turbo blown, but generally you shouldn't build boost at all say for a couple psi.
Turbo spooling will depend on the type of turbo you are running and the mods on your car. For a stockish GTR max boost (around 1 bar) can be reached anywhere between 3.8-4.5k rpm. (for me it's around 4k in 1st)
Normally you would look for other signs of turbo failure such as blowing smoke (turbo oil seal failure) or rattling sound on turbo side. Before taking out the turbos it's also easier to take the exhaust off to see if there are blown turbine pieces in your cat, which is pretty common.
