low rpm hesitation

1991 skyline gtst, once at full operating temperature theres a noticeable hesitation and popping under 2000 rpms. i have cleaned the MAF checked the plugs. one coil pack is noticeably older than the other 5.
has anyone experienced this? is my problem in the coil pack? any input is much appreciated.
