    What is this ground (picture included)

    This ground here wasn't snugged up whatsoever ever should I be connecting it?

    OT but i used a scrunge (its for ceramic stove tops) to clean up my fuel rail, shines like chrome now

    YES ABSOLUTELY! That is probly the most important ground to have a good clean connection on.
