Have you got a mechanic friend or have access to a shop? They can help you. If you're really new tO cars, it's best to learn from others rather than yourself and the net.
Here's a good starting point. Parked for 3 years, what was done to it in that time? Fouled plugs? Disconnected cas? Bad fuel? Clogged fuel filter?

Before I would even attempt to crank a car sitting for 3 years I would:
Replace ALL fluids
Replace spark plugs
Drain fuel tank and fill with new fuel (fuel can spoil and go bad)
Clean air filter
Replace Oil filter and fuel filter
Check all fuses

Ok so I drained fuel checked plugs and filters plus fuses, i cant figure out why it wont even offer, i also just changed fuel pump and im getting lots of pressure. If no other suggestions to try who do u think I should tow it to in mississauga?
Any mods done while it sat? Why didn't you drive it? Loss of liscense?

The car is stock, i really wonder how i can get this car to fire??
Your best bet is to bring it to us we can diagnose and get you going.
but first thing i would do is change the plugs and replace the fuel.
Ok sounds good,
How should i set up this appointment?
from attempting to start it constantly its probably starting to flood the engine with gas. im new to skylines but on my rx7 there was a really easy way to deflood the engine because those stupid rotary engines flood more often than not. on the mazda it was in the hatch, under the carpeting. there was a connection for the fuel pump that you disconnect and then one for the ignition to disconnect, they were side by side. then you turn the key over with the throttle pushed all the way down and let it crank for like 5 or 10 seconds. then connect the 2 connections again and turn the key and it will fire up and a ton of smoke will rush out of the exhaust for about 20 seconds from all the rich fuel consumption.
thats how it was on my rx7 when i parked it for winter. i dont know if the skyline has those connections in a visible spot but im pretty certain it would work. sorry i cant be more help
battery voltage?
