I was reccomended that I can use Testor's enamel to re-seal the throttle plates before I put the throttle bodies back on. Has anyone actually done this themselves with success? What's the exact procedure to go about doing it?

Yeah, it works. I just did it on my tb for my Miata. Google. There is a thread on this site from XS that goes over it all.

I question the requirement after discussing with a Nissan teck with over 25 years of experience. I don't have any on mine and my idle is fine.

basically you just paint the crease between the plate and the throttle bore. I would say its not a myth as companies like tomei make throttle sealants. You wont have much of a problem if your throttle plates mate closely with bore, but over the years of opening a closings there is minor wear as well as slight gaps from factory which is were the sealant comes into play. If you take your throttle bodies and point them at a light you can see which ones are sealing properly and which ones aren't. 3 out of my 6 bodies permit no light through while some the others clearly have gaps and some are larger than others. Painting a thin layer will not damage the engine and help seal better if there is any doubt.
In terms of idle problems, i really believe it is the cause of poor disassembly, assembly, improper cleaning as well as having that small air orifice on the throttle plate blocked by poor plate adjustment or contaminates.
