What's a normal vacuum reading at idle?

I unplugged my stock gauge and installed a vacuum gauge just to test for any leaks(I have a rough idle). Anyway the gauge was reading 16-17 and the needle was steady so I can rule out internal engine problem. The guage I was using said my car had and ignition timing problem by where the needle was reading.
