I have used C16 and ms109. I prefer ms109 due to cost, being oxygenated & availability where I am. It depends what is "worth it" to you. A tank of ms109 cost me about 3.7x what it costs on pump. It is not cheap, not something you want to waste when its in the tank. But you can be much more aggressive with timing and really crank up the boost.
You absolutely should make the adjustments for the fuel. If you don't you are not reaping the benefits and you may as well have just put pump gas in the tank.
Only cause "race" costs way too much, wouldnt it be more economical to run Water/Meth injection. Run it all the time and save on gas!!!
C16 = o2 sensor failure. E85 if you can get it at the pump.
With ECU tune, 98 / E85 mix, roughly 50hp gain on RB20DET at same boost level (before is post 272 and after is post 276) -

On an unopened RB25DET, up to 400rwkw / 536.4rwhp is possible with E85 and have to change oil to match (I think someone mentioned running Motul oil, but double check that with an E85 expert).

Is E85 cheaper than C16? I'm not familiar with any of this sorry.
Is Water/Meth cheaper than a higher octane tune?

E85 is at very few stations across Canada. When I checked early last year it was 4. May as well rule that out.
Race fuel requires a tune, so does water meth. Water meth requires spending the money on the tune and all the associated equipment, but it is dirt cheap to run.
Weigh your options, consider what your car is used for, and look at cost/availability to decide what to use.
