I'm in Ontario (Ottawa) what do I have to do to get a vehicle purchased in Quebec, with a Quebec registration, a Quebec mechanical certification certificate.

Get a trip permit to drive it back to Ottawa, then you simply have to get the Ontario safety and e-test done and car's import papers ready to register it at the MTO. Once thats done you're good to go.

Insurance: recommend having an appraisal done (I used Grampa's Garage but they have had mixed reviews locally) and have it insured under a 19A appraised value plan.
