I assume you mean the word "Affects" as the problem.
Definitions of affects on the Web:
affected - acted upon; influenced
I don't see a problem Spelling is correct with proper use...

it's supposed to be "effects" (not that i care, just telling you what his issue was). an effect is the result. there's no such thing as an "affect," to affect is an action, the result of that action (rhd cars being on the road) is the effect.
