Help Me Please

Went to the ministry in toronto today, to register my skyline, and they said that i needed a letter from a dealership or something, went to nissan dealership and they said that they dont do that or something, was wondering if anyone had same problem and if they could help me out?

I've heard of this in Ontario, just go to a different registries... everyone will tell you something different down there but it's not a requirement.

Isn't the letter thing just to have somebody who is *certified* to say that the VIN matches the papers?
