Went to register my car at the ministry today, and they said that it poped up suspect vin number, so they told me i have to get a dealer letter, has anyone had the same problem, or can anyone help me out?....let me know thanks.

Yeah, suspect VIN means they have to call head office.
Head office asks if you have the proper certified translation of the export certificate... if you're lucky the MTO lady will just say "Yes" and carry on giving you the ownership. If she says she isn't sure then you have to wait for her to fax it to head office, for them to approve it and call the MTO back. If your translation wasn't done by the proper translator then you're SOL.
