Do all passenger seats feel leaned back?

R32 GTS4 with stock seats:

My passenger seat feels leaned back all the time. I just checked it out and the ratchet mechanism is in good shape and is definitely locking in on the most straight up settting. Does anyone else feel like the seat feels leaned back all the time?

Everyone that has ever gotten in my car tries to adjust the seat even though its in the most up-right position. They feel the same way that is way too leaned back. It's only the passenger seat though, the driver feels fine.

Thoughts?

It's possible the frame is broken in the back of the seat or the webbing underneath has let go. From the sounds of it, I'd replace it. Not safe.
