At a place like a lube shop, don't show up right before they close.
The majority (if not all of them) make commission and when you show up that late they don't have time to make any which is why you get bad service.
If it were a non fast serve type shop, they'd just tell you that they don't have time to get you in since they close in 10mins, but the majority of those places cannot turn people away until its the exact closing time so they end up staying late which usually pisses people off aswell if they're not getting paid for it. (sometimes pisses people off anyways)
Regardless all shops should be carrying the proper filter for your car, but since it is not in the books they carry, they cannot put it on because they can't afford a claim against the shop.
Which going by that, they can also refuse service, simply because they do not have the documentation of the car to do a proper service.
This is a liability issue, they don't want to have to replace an engine simply because they're a nice person and do an oil change for someone.
If the shop is not a corporate chain, but a franchise, it is in the owners power to disallow whatever he/she wants (within reason). Whether or not that ends up a profit or not is the deciding factor for the owner. Usually vehicles that they do not have documentation on are not serviced for this reason.
