First thing that comes to mind is the motor, It could be dead, check to see it the motor it self is getting any electicity, it might be a problem in the circuit, or fuse is blown :S

these are the thing that came to mind it could be something else

Check to see if the wiper arm bolt has come loose, if the passenger side is still working it could be your issue. Will cause it to not work at all or erratically jump all over the place lol.

Its 1 14mm nut underneath the base of the wiper, little black cover over top of it.

      Hope that helps!

The motor is fine mang. He said the passenger side works (only 1 motor in 98% of vehicles). They are joined by a bar. Braden has the issue most likely spot on. The motor is on the passenger side, above the ABS control block.

If the wiper arm is not loose then it's the linkage bar may have come off. Actually there is a nylon bushing that clips to a ball joint to the pivot assembly and usually this part wears out. On some cars the bushing is not replaceable but for the Skyline it may be able to. I have a 86 Nissan and this is quit a common occurrence. It should be a common Nissan part and you may still be able to get this part from Nissan. What you could also do is swap the worn bushing with a good bushing on the same or another linkage. It's hard to explain without pictures but one bushing should sit onto a joint and the one that ell off is the one that clips under the pivot, once the bushing is worn gravity will do its work and that's why the linkage falls. Don't forget to put some grease on the joints when you put everything back together.

          Oh, Google is just amazing!

Ok just tried to fix it. The bolt was tight as can be. So it might be the linkage. I noticed that I was able to move the broken wiper in the natural wiping motion but wasnt able to move the fixed wiper. So yea iam thinking linkage?

Yap, most likely the bushing is done.

Ok how do I get at it. I didnt have much time when I went at the bolt (i was hoping it was just the bolt ) but It seems I have to take the hood off, and then take the little black piece, at the very top of the engine bay:

I haven't looked at the manual yet but I plan to go through it here at work so I have an idea of what to do.

You have to take the black plastic cover off but you should be able to take it out or move it out of the way without removing the hood. You might have to open and close the hood a few times to get the wiper arms off.

Thanks man. I tried to take it off yesterday just really quickly but it seems I cant get at one of the plastic screw bolts for the black plastic piece without taking the hood off. Also, I took the bolt off the broken wiper but it didnt seem to want to come off. It was very tight on there. Is this normal? what kind of pressure should I applying for the wiper to come off?
thanks for all the help thus far

You are referring to the wiper arm that you're having a problem removing, correct? After you take the nut off, that's when you have to close the hood so you can get to the wiper arm (just drop it so it sits on the safety catch), you then pull the wiper arm up off the windshield and then rock the arm sideways, sort of twisting it back and forth. It also helps if you spray some wd40 sort of stuff on the nut/bolt. This is what I usually have to do to get the wiper arm off most car, you might not have to close the hood but all the cars that I've done as far as I remembered had to open/close hood to get the arm off.
