Hybrid RB25 Turbocgarger

Cherry Turbos rebuilt this turbo for me. I just took it off my RB20. It made 294.1whp at 18psi. Tony at Dynamotorsports said turbo wants to make more power but my exhaust seemed to be restricting it. There is less than 1000k on it, is in good condition. I am going with a smaller more responsive turbo. .003" horizontal shaft play. zero end play. Asked Cherry Turbos about this and Herman says this is how the turbo was set up.

I have probably a very very similar turbo to this that I did back in 2012 by Cherry Turbos, going to be running it on my rb20 this year, when were you getting full boost if you dont mind me asking?
