2011 Malibu steering wheel twitching and power steering

I’m at 73000 miles. I know this is a known issue with the EPS in the 2011 Malibu, but I don’t have the money for my dealers diagnosis fee if it doesn’t fall into their (I assume small) window of qualifications.
