I read about that in the paper; but what is the black thing on the top supposed to be, a ladder?

this is the lester b pearson international swat truck. to intervein with (i assume) terrorist attempts at pearson. so the metal part is a ramp of boarding planes ... you can see a ladder on the back side to get on top of the platform. you could have 30 + ppl on and in that thing. but for basic security screening i think its a little over kill. what do you think?
