With the quench pads removed and the size of the cams you should be staring at a mid 10 sec. car. The only reason to remove the pads is to run close to 2 bar of boost. Should be about 600 to 700 hp at that boost level and those turbos (which are a touch small for that power level). Rmoving the pads helps deal with det. in a high heat, high boost engine running race fuel.
You won't pass aircare very easily without them though, they promote mixing of the air and fuel and help to keep the emissions down and an engine to deal with 87 octane fuel.
If you get it for $16k, and it's really clean.....you got a good deal.
