You can actually just punch wholes with a screwdriver. Plate metal is so thin it will go right through.

in some places, modifying a license plate is illegal

you can simply buy a JDM to USDM adapter like i did

I like the pizza car idea!

zipties to the bumper below drivers side headlight, lotsa flow for the i/c / ac units

If you want to do a clean job you can get a piece of metal bar and drill 4 holes to make yourself an adapter, two holes to suit your new plate and two to match the ones on the car. You can also make a new holder with a piece of angle bar, again two holes for the plate and two to mount onto the underside of the bumper. You can also buy a "truck" or "trailer" plate holder from Craptire or a local car accessory store.

I put a 1/4 bolt about 1/2 long and tightened it pretty good, so it's only holding in one hole but it doesn't drop down on the other side.

This is more or less what I did too. Only difference was I made the 2 holes in the flat aluminumm plate (from Canadian Tire) with normal bolts to bolt to the JDM location, mounted the bar to the car, centered the plate, marked the hole locations for the Ontario plate and drilled undersized holes in the adapter. Removed the adaptor and tapped the holes. Reatached the adapter then used a pair of metric bolts to attach the plate to the adaptor. Looks stock and everythimg is centered.

You can also make a new holder with a piece of angle bar, again two holes for the plate and two to mount onto the underside of the bumper. You can also buy a "truck" or "trailer" plate holder from Craptire or a local car accessory store.[/QUOTE]
