Usually when a coilover is not rebuildable, it's because the damper inside is seiled shut.
When a shop does a rebuild on a "rebuildable" coilover, they take the damper appart, change the seals and refill it with gas/oil.
For a "non rebuildable" coilover, they'll throw the damper cartridge in the garbage and put a new one in.
If you can find what brand cartridge is inside your coilover, then you could just buy the replacement cartridge and change it yourself.
This varies by brand so it's hard to say, you'd have to open it up and see.
