Probably under 30km/h since the car starts off and then turns at traffic light's. The slight understeer disappeared once the understeer problem was solved. The over 90 degree with steering wheel understeer problem (diagram showing what happens with and without HICAS) is shown in R32 GTR catalogues.
HICAS ECU turns rear wheels over 90 degrees with steering wheel (lower speeds) and over certain speed (70km/h??? Would have to check R32 catalogues to confirm). HICAS ECU looks at a steering angle sensor behind steering wheel and speed from dash.
