i'm going to replace my stock suspension at some point this year (i think). i'm looking for something a little better than stock, maybe a little stiffer but i would like to keep the stock ride height (crappy roads around here). i don't really need a 156 way adjustable coilover j/k and i'm on a little bit of a budget, any suggestions. and now for something completely different; wtf is with the logo on the center cap of the stock gts-t wheel "we produced with spartan air";-)

It's usually the shocks that are stuffed, not springs. Change the shocks with rebuildable Bilstein or Koni shocks. Bilstein shocks last around 150,000km between rebuilds. From what I understand Bilsteins auto adjust damping, so no need to manually adjust damping. Or can buy PSS9 Bilsteins that have adjustable damping if you want adjustable.
To reduce bodyroll, look at bigger diameter swaybars (Whiteline, Kmac, Cusco, etc), as factory swaybars are too small and the endlink bushes (on both ends of swaybar) are sometimes stuffed / cracked (upgraded swaybars ship with upgraded bushes). Upgraded swaybars are the best bang for buck handling mod you can do.
Later on, if the car ride height sags / drops below normal ride height on all 4 wheels, replace the springs. Measure from wheel arch to middle of wheel on even ground to keep an eye on ride height.RESPONSE MONSTER

I'm looking to get new footwork this year too. Havent started phoning around yet, but I emailed essex about the bilstein part numbers last week. No response yet, so maybe they dont feel like dealing w/ ppl directly. Might need to have a shop call them.
Unless your shocks are blown, you want Swaybars first, adjustable castor next (bushes or new tension rods). shocks and springs should be lowest on your list.'91 GTS-t 4dr IMPUL R32-R

To be honest, for the price of new springs and bilstien shocks. You could buy a half decent set of street coilovers, which are rebuildable. You'll also have some adjustibility which is never a bad thing and be able to set your ride height from stock to whatever the coilovers go down to.
Tein makes some decent sets that are priced competitively, and depending on the set can have the same amount of ride harshness as the stock suspension.

The problem w/ rebuildable coilovers is just that -- you're gonna be rebuilding them before long. As for adjustable, seriously, how often are you going to adjust your ride height, and get the necessary alignment done? Coilovers belong on track cars, and OP is talking about street suspension.
From reading on SAU, the only street-worthy teins (that are comparable to the bilstein setup) are the Aus-spec superstreets. Its definately an option, but I prefer the superior bilstein dampers myself. I can get grooves machined in them for height adjustability if I want.
Update on the bilsteins: I'm still waiting for a price quote, but they _can_ be special ordered from Bilstein Germany. I have to choose between air-freight or waiting for them on the next ocean container (3-4 months, eww). I'm just stoked that they can get them.
FYI, essex/bilsteincanada have a retail arm, http://www.rpiequipped.com/'91 GTS-t 4dr IMPUL R32-R

It's not just alignment, have to corner weight to make sure car is evenly loaded on all 4 wheels with coilovers.
Gibson racecars used to run Bilstein and they won on them. Stock R35 GTR has Bilsteins and set a lap record. SpecV and N1 endurance R35GTR racecar have upgraded Bilsteins. Nismo 400R has Bilsteins (Based off the R33 Lemans racecar).
Part numbers for shocks are here on the Australian Bilstein website (click on the brochere pdf's down on bottom right side, under products menu) -

Depends on which KYB shock. KYB have a monotube shock, which is what you should look for when buying shocks for a performance car (Skyline) -
