cam gear alignment

so since i bought my 92 gts-t ive had problems with cold starts. when i start the engine cold it would idle at about 350-400 rpm struggling to stay alive and then die. if i give it a shot of gas it would come to life and work fine. so i have gone through all the guides on here ive cleaned maf/coil packs/new fuel filter and pump new plugs gapped properly and still no change.so i turned to timing. the previous owner had changed the water pump before i purchased it so i fiqurerd he must have messed something up. i cranked the enigine to TDC and i found that both marks on the cam gears are past the marks on the back of the timing cover by one tooth. my question is could this be what is causing the bad cold starts? is it safe to leave it like this? and if not how can i fix them to line up? thanks in advance!

Good thinking to have checked this. I'd set them correctly! The main reason is that you've used up your 1 tooth of leeway on valve/piston interference and so are running on the edge of a problem. It may help your cold start issue, but even if it doesn't the adjustment should be done.
When you get it buttoned back up, rotate the crank two full revs by hand before firing up to make sure nothing unexpected happens.
