I have a similar spec turbo with 0.63 rear housing on a rb20. I was able to adjust tune (low load ignition timing retarded and adjusting cam gears) to get full boost by 2500 rpm. With launch control it's great... not so great for cruising at 2000 rpm and trying to accelerate... before the tuning it was making boost by 3000 rpm, but it felt a little bit too late IMO.
