I don't think 'directing flow' is the right term here; the plate keeps the inbound flow from escaping. The radiator is a porous material; it creates air resistance when air flows through it. Have enough flow (high speeds) and the resistance will be enough that some air will prefer to bleed to lower-pressure zones than flow through the core.
