Perhaps because the need for a real torque value is quite unnecessary.. Using a (14 i believe) socket and breaker bar (or 3/8th's half sized breaker bar, as long as it's not a ratchet as you'll destroy the mechanism), you can judge the proper amount by hand.
Don't be shy to give it that extra pull, but over tightening them isn't necessary.

lol im with nelson, i think tourqueing stuff is not needed in most cases, i would be suprised if there is even tourque specs for those bolts.
