Of course HP has a huge factor in max speed.

Let me dumb it down.

You put a 6 year old on a Lance Armstrong's bike on the hardest gear (for high speed). So according to some of you, since he has the same gear ratio as Lance, he'll reach the same top speed? Ya OK.
