I would have called the police as daryl said, i would then have restrained him from touching your vehicle and waited for the real Police to arrive, explain to the real officer what just happened and ask to have him charged . You had enough witnesses present by the sound of it. He can ask you to remove the plates , he has no rights to do it spontaneously causing damage to your vehicle .
As far as i know , the only thing they have the power to do is give you a vehicle defect notice and demand you get an inspection. They are not mechanics and do NOT have authority to judge the road-worthyness of your car on the spot.
