You can drive them into the states no issue, so long as you don't BS the guard. No you're not driving down to sell it to someone. No, you're not driving it down for illegal purposes, yadda yadda yadda. As for insuring one in the states? not unless you bring 3 or 4 extras for crash tests. 1989 R32's still don't meet the requirements to get into the states (as far as i know).

After all the shenanigans with Skylines in the US, people are still trying to do this?
Wow, do it now and get it siezed, or wait a few months for the R32's to actually be LEGAL.
      R34, 2024 brotha.

The US WILL catch on to the Canadian registered cars being owned by US citizens thing as well.
Guess what?? That will make it even HARDER on us CANADIAN owners who cross leaglly on a regular basis.

How about EFF OFF and wait, asshats.

If you try some funky business with importing a non-eligible car, you WILL get caught. It's not an if. You WILL.

SO I have family in Canada. I have been considering buying a newer r32, registering it in my sisters name then driving it down here to utah. Then once its 25 years old, drive it back to CA, sell it to myself and import from Canada. Since I'm not really "importing" before its actually legal, and it will be registered in Canada in my sisters name with insurance yada yada yada is this legit??? like I said i'm not going to try to register it in the US.

What am I not thinking about that could stop this. Is there a limit on the amount of time a Canadian can have a car in the us before I has to come back thru the border?

Shoot holes in my plans please. I didn't really think this was the same as the OP situation since it sounded like he was going to try and register it once in the US. If anything if I did it the car would just sit and get rebuilt until it was time to go back to Canada to be sold to me then legally imported under the 25 year rule.

You'd be importing a vehicle into the US illegally.

Entries are recorded and if anyone looks into you/the car, they'll see right away that the car never left the US at the end of it's authorized stay, which will be dependent on the visitor status duration, which is by default 6 months (for Canada, US may be slightly different).

If you're a US citizen and you're driving a Canadian plated vehicle, they may ask you further questions at the border. If you get caught, your car will be seized and you will be fined.

Any future travel will also probably land you in secondary examination because of the seizure.

            TL;DR; don't do it.

I don't think it will work...if you are a US citizen, with a US passport, and cannot give a reasonable explanation as to why you are bringing a non-elgible car to the US, I'm sure you will be turned away.
Even Canadians going on trips to the US get rejected at the border. And there is no one you can complain to, or reason with.

Things must be very different over east. I've never been rejected (with a Canadian passport) into the USA with a rhd car. And god knows I've crossed a lot... with a us passport though it might be tough.
