Maybe he's just a regular, good guy with really bad taste? He's not the only one with an oversized exhaust. I wouldn't bother insulting him, I'd get no results out of that. The best way to deal with stupid neighbors (and I have plenty of them) is to politely explain the issue to him and how it's affecting the rest of the residents.

Hi there. I'm one of your neighbors. I'm writing this letter, because I have gotten to my whits end.

I, along with a lot of your neightbours would apprecciate it if you did something about your exhaust on your silver hatch. I am awoken every night and every morning from my peaceful slumber, hearing "BBBBBBBBBPTTTTTTTTTTT" as you shift down in your 16 second car.

Most imports do not bother me, as you can clearly tell. I revolve my life around them.

Yet I must remind you that my house is in front of a bus stop and the bus does not even awaken me - and it rumbles my house. It is YOUR car that awakens me, it is YOUR car that disturbs me, it is YOUR car that I can VERY surely attest disturbs everyone else as well. That guy down the street with the 3 RX-7's in his driveway? Yeah, he doesn't like it either. My neighbor? No, he does not find that it screams performance.

And I, your (up until now) patient neighbor does not appreciate it, nor does it make your car anymore "performance oriented" or "appealing" at all.

That being said, I do appreciate that you go to work everyday, and that you do need a mode of transportation to get there. This is not 2001, please, find a stock exhaust, or even still, a slightly quieter sounding one.

If something does not change soon, I will be forced to file a noise complaint with the police department.

We know you are very creative on stuff like this. I understand your concerns.
If i were you I would talk to the neigbours. Write a good letter and get them to sign it if they agree. And you have to make sure whatever you write is strictly regarding noise. Then submit the letter to the department which deals with this stuff. They will shut his car's exhaust hole and the other hole on his rear end for good.
