I'm originally from Poland and long scale is being used there. If wiki is accurate UK is primarily on short scale now.
The article had to be using short scale. Dumping 10 bil in long scale would be crazy. That would be more that lot of healthy companies are worth these days. For example Apple is estimated to be worth over 500 billion in short scale.
