No, it says that the timing belt was changed in the 16th year of Heisei. So the timing belt has already been changed.

If it's heisei then that means it's been changed in 1986 Jan 15th. But his odometer is still reading less than 97335km. Unless someone messed with his odometer reading.

From my friends translation, he said that's a due date.

I'm sorry I can only read the Chinese character for you and not the japanese ones. Incase you are wondering, the second row is the Chinese characters and it reads word for word "exchange implement year month day"

I've heard it s real easy to do, and most low km skylines probably aren't correct, I've had the suspicion since I had mine, I got mine on a trade , and don't really care but if I got it through an importer I'd be pissed, would have been nice to see that sticker and know what it said when u bought it, catch em red handed.

It does say when the belt has been changed. It was done at 81,925kms in 2009.

They advertise it as 77,000kms, but that timing belt sticker says the timing belt was changed at 97,000kms, obviously in Japan.
It is possible that the speedo was changed resulting in some confusion as to the actual kms of the car.

I would think it is fraud. But if the speedo was changed due to a malfunctioning one, or if the speedo was changed to aftermarket like a Nismo one, then it's hard to tell the proper kms. In that case, the car should be advertised as "kilometers unknown", which is what they do in Japan. If the seller had no idea if the speedo had been changed then it's hard to prove it was fraud as he was unaware of the situation. However all cars purchased in Japan would be stated as "kilometers unknown" on the auction sheet if that was the case.
