from what i remember when i took off my speedo to do the LED upgrade, i think there was a seal or sticker taped from the harness to the speedo. Basically showing if its torn than it's been tampered with. Perhaps he should look into that to see if the speedo was removed. I made sure not to remover the harness when changing my LED so that the seal was still intact.

In that case, the car should be advertised as "kilometers unknown", which is what they do in Japan. If the seller had no idea if the speedo had been changed then it's hard to prove it was fraud as he was unaware of the situation. However all cars purchased in Japan would be stated as "kilometers unknown" on the auction sheet if that was the case.
Car still has the factory cluster, and when i bought it from the guy on here it had under 84,000k on it, so would i still be in my rights to after the original importer and hand him his ass or is this a lost cause and im sol?

I don't know the legalities of that, try talking to o the previous owner and see what you can come up with I guess.
To be honest, I doubt anyone will take responsibility for it though.

Do to limitations. You'll probably spend 2 years on the waiting list at small claims and waste tons of time in settlement to see if anyone will take blame. Then have to do all the research on the history of the car. The hassle to me wouldn't even be worth it. Just get on with it and lose out on the 20-30k km on the car
