To the OP I'll tell you right now that if you plan on swapping the engine from the 34 into the 32 it will not be legal to import.
block numbers are checked to chassis numbers by the EPA at the border. If they do not match they CAN NOT be imported. The vehicle must come across the border with the original engine that it rolled off the assembly line with in 89. The block that is true to that car not just any rb20.
& as far as legally importing a 34.. Good luck, the reason that is in the edit with NHTSA was from when Motorex was big. There were a handful of 34's that became street legal. So all the ones that meet that exception are already here & owned. Those are the ones you see on ebay for $40k+
BTW
I am an American, have done a ton of research, spoke with customs directly, I have a pretty good idea of what the process will be to get one over the border but in all honesty it'll be much less of a head ache for us to set up a pre order from an importing company ie. Nostalgia Imports. They started taking down payments & reservations on 32's as of today Dec. 1st. they handle everything to get it here and legalized. All you have to do is get it from New York to where ever you're located. If I don't find one from them I'll definitely be in the market for one from one of you CanCan's.
Might want to reread the op cause nothing you said is relevant. I'm Canadian for starters
aneville11 is right if the op puts the r34 block in his r32 it will be a pita to import.
Also the 99 is no longer legal to import due to the fact that any RI that wants to import them is still going to have to go through crash testing 9-12 cars due to the fact that all the information gained from the motorex cars is held by the government as a trade secret wholly owned by motorex. Although there is a chance that because of them being on the list that they would be able to be imported under the 21 year rule but we will have to wait til someone tries that in 2020.
Also if anyone is interested in bringing one down here to sell it for it to be a legal import the owner of the car MUST fill out EPA form 3520-1, and DOT form HS-7 BEFORE being brought across the border, so ether we come and get it or you fill out the forms.
Lastly GodZsoN is being very foolish, at this point ICE is tracking down all of the show and display skylines in this country and are looking for any and all skylines they can find, they are checking for grey market imports and show and display cars that have more then 2500mi/year showing on the odometer and they are impounding them and force deporting them. (that is why the American Skyline owners website is a ghost town right now) Oddly enough they are doing this so that once they are legal in this country there will not be any confusion on to winch ones are "good" and winch ones are "bad"
P.S. If you was willing to take good care of my future Skyline for the last 10 years then I am willing to Compensate for that
Quite....there is no such thing as a "numbers matching" Skyline. JDM cars never really needed to have that because they could give a crap about that there....along with a whole bunch of other car makers in the world. The whole point of the 25 year rule is to be able to import "collector" cars from around the world that don't meet the BS DOT standards that N/A has.

gtrte37 whats your asking price and does anyone else have any 89 skylines they would be lookin to sell? huge skyline fan cant wait for 2014 XD been a long time coming.
I bought a 1989 gtr in Canada as an American this part summer. Paid to store it there then flew in on DEC 31 and crossed it into Maine with my HS7 and 3520-1 forms pre-filled at 12:01am on Jan 1. There was no checking my engine block for matching numbers. How would the US government even begin to have a comprehensive source of all non-conforming vehicle chassis and engine serial number pairings let alone just all of the Nissan stuff when even FAST doesn't list that? I believe my car is the very first imported under the 25 year rule.

As for checking block serial numbers ? I'd like to see them match them to a vin, mine is the orginal engine and there is nothing I can see to put that engine to that frame.
second, be very caustous about buying a car from these importers. My car came in by way of Terra2 Imports and the car had a high price tag on it, when it got here it was running on 5 cylinders so $28,000 later i have a drivable car. you may want to seriously concider buying a car that is here already and fixed up for you.
" Using Fast and Honda in the same sentence is an Oxymoron "
I can attest to buy a good one from the start. 3 years and 40k later I ALMOST have the gtr I want.... Although in the last 3 years working on a old gtr makes me wish I saved for 3 years and got a newer gtr
91 gtr , 93 rx7 type r and a multicolor 240 スカイライン
Has anyone looked into selling their 89 r32s to the us market when it opens up in 2014? anyone looked at what is required? thinking about projected market price increase? decrease to that of canada? my dream is to buy a r34 bring it over. pull out my motor out of my 32 swap over all goodies to 34, mate motor to getrag. pull out 34 motor mate to 5spd swap in r32 and sell to us market to offset some of the cost of the 34.
Creepy, have you been spying on me? If I were to do it, I'd try the same procedure to get an R34 with my motor. Too much done to this car and doubt even US buyer would pay for it all.
Sounds logical...the only down side is the '90s won't be good until Jan 1 2015 as JDM cars are dated by year of manufacture, not model year like here. You don't get a '90 in Sept. '89 like here.
Get them while they're hot guys, there are VERY few '89s left...a lot went to the junk yard after being written off and/or parted out.
