Needs lap-times.
Best bang for buck IMO is a homebuilt Locost or a Factory Five GTM. As far as total package is concerned... since I don't really care what kind of power a car makes if it can't do anything but go fast straight (not saying this car can't handle, just speaking generally here)

1000hp 'Stang fast in a straight line
1000hp BMW fast in turns as well (maybe)
My friend owns a West Racing Vivace race car, about $40,000, and deadly fast on the circuits. It can whoop heavily tuned GT-Rs. Engine is 185hp Toyota 4AG, Wilwood brakes, Rays TE37s, tube frame, FRP body. Some may argue that a setup like this is the best bang for the buck as well.
